I would think under this system , land could also tend to transfer to those best able to pay the tax , who are not necessarily those who can work the land most productively .<br /><br />In efficiencies would creep in unless a market mechanism set the tax rather than bureaucrats . If Hong Kong has a lower tax then it obviously doesn't spend as much as other governments. Although user pays is more cumbersome on the tax collectors, it seems more fair to me? If you use it you pay for it. I can't see why this system would stop property bubbles. If there is a shortage of property then the price goes up regardless.Miltonnoreply@blogger.com
